[kgb-maintainers] Bug#566004: kgb-bot Init script does not restart the daemon process on 'restart' command

force-restart is not a standard init.d script option, but we may keep 
it regardless. 1+2 sounds good to me.

Since noone objected for whole two days :D, I am going to upload a new 
version with this change.
