But you wouldn't be the first one to do that: Have a look at the
output of "apt-cache search -n tests". :-)

There's the following sentence in the current DEP8 draft:

    Note that the source tree's Build-Dependencies are *not*
    necessarily installed, […]

For me the word "necessarily" implies that it is possible. I just
haven't found out how.
