[Letsencrypt-devel] Salsa Migration

Hello Let's Encrypters!

I've created a group under salsa.debian.org for us to migrate our
packages to.  I've also made a subgroup for certbot development in
particular, and I'm happy to do the same for any other projects that
need it.  Alternately, we can leave everything at the group level.
What are people's thoughts?
