I don't think this could work for ArchLinux, or RPM based
distributions, as those do not modify the original source (to add a
debian directory) as debian based distribution does.

In these cases, there is a spec file that need to be created (or
PKGBUILD in case or ArchLinux) that specifies the name of the source
tarball, and includes the shell script needed to build the package and
install it in a separate location (instead of /)

So, including the spec file (or PKGBUILD) in the source tree has no
interest at all.
