You can't.

It's when the developer thinks that the work done is bug-free enough
that it is done. And I think forcing doing this replacement manually is
a good thing.

Once, I replaced the compiler I used to bootstrap (the one in bin) with
a new buggy version. And I had to do the bootstrapping from the begin
all over again.

Don't make it too easy to screw up.
