Just a note, this was tried before in previous versions and we ran in to
permissions problems.  Because we were unable to track down the cases in
which permissions were breaking logcheck, The decision was made to set for
every configure to ensure a working package for sarge release.

I have since gained some insight into this, and I will set permissions on
<.33.  Note that this is currently dependent on #287237.
