For the record: You could solve such case by checking against versions
earlier than the the one were you introduce the checking code. That way
you include too much, but the change is made once on each system.

If you want to be more polite, then add a NEWS entry for that version
were the change is introduced, so that users of apt-listchanges get
notified, and can change it back if they for some weird reason rely on
non-standard permissions.
