I understand, I only used the word "apparently" because I could not
speak first-hand about when the packages he had installed had been
built, or what may have changed in the meantime.

Yes, kalsu indicated that the adduser commands worked when ran manually,
'dpkg --compare-versions "1.2.17" lt 1.2.19"' definitely evaluates true,
and I was unable to reproduce this on any of my boxes so I am not sure
what happened.
