that shouldn't pose troubles. famous last words ;-)

ok both fine

that's bad and most probably cause of your troubles. try
# chown -R logcheck:logcheck /var/lib/logcheck

> ls -l -d /etc/logcheck
> drwxr-xr-x  9 root logcheck 4096 2004-10-21 10:22 /etc/logcheck
ok that's fine.

the failure seems related to the other logcheck permission troubles.
as aboves oneliner didn't get run for some reason.
