great -- so keep this project going and let us know if you need any

we are quite verse in packaging so we can give you hints and hands at
times to get your tools packaged nicely; as for kernel-level stuff: we
are not that versed there since never had to do that yet, but we
can all learn how to do that ;)  Few points in regard of user-enabling
for your setup:

 * Debian has been moving toward automatic building of kernel modules
   using DKMS system, which makes it easy for users to build/install
   additional kernel modules.  We will just need to follow examples
   to make it work
 
 * Have you ever looked at http://xenomai.org which is
   - already in Debian
   - provides kernel patches so we could simply outline brief
     instructions on how to build those with just few commands
   - seems to provide API wrapping for RTAI interface

   or alternatively we could just advise to use:

 * http://www.pengutronix.de  provides pre-built recent Linux kernels
   with RTAI support

so altogether in the end it might become proper Debian way, where just
few commands make things installed.

in any case, first lets move forward making your setup FOSS ;)

btw, may be you would not mind if we continued further discussions on
our neurodebian-upstream mailing list? (it is ok to stay private if you
feel more comfortable this way, but appearance on the list might become
really benefitial):
