Also, I'll notice that these two paths are populated:

/usr/share/openstack-dashboard/static/dashboard/css/
/usr/share/openstack-dashboard/static/dashboard/js/

While these two are not:

/usr/share/openstack-dashboard/openstack_dashboard/static/dashboard/css/
/usr/share/openstack-dashboard/openstack_dashboard/static/dashboard/js/

The apache openstack-dashboard site definition has the following:

Alias /static /usr/share/openstack-dashboard/openstack_dashboard/static

One of those three has to be made right :)
