[Pbuilder-maint] Bug#359347: pbuilder: Can´t run "pdebuild --help" on a place that doesn´t have debian/ dir

Hi!

Today while running "pdebuild --help" I´ve got:

$ pdebuild --help
Cannot find ./debian dir

I saw that I was on a dir that didn´t have debian/
On a dir with debian/, I can see the help of pdebuild.

It should be possible to see the help from pdebuild, even if on a dir that
doesn´t have debian/
