Caching of downloaded packages

Hi,

it's me again. I took some time to view my patches, and saw that I sent you 
a patch for saving and restoring downloaded debs in qemubuilder. It's almost 
a year from there, and your only comments to it has been about two missing 
free's.

So I rebased it against HEAD, modified it to use the new strdup_strip_quote 
and added the missing stuff.

Maybe it suites your needs more now, I have it running for almost a year 
now, and it works.
