Sounds plausible.
That fact that pbuilder copies /etc/resolv.conf into the chroot each
time also does not help :/

I don't know how many packages are affected but it's not the first
time I've seen questions around USENETWORK= coming up in recent bug
reports. - #769670 being one of them e.g.
