pbuilder appends MIRRORSITE=http://mirror.virt.tarent.de/mirror/ubuntu
(ugh, that’s been in debconf since 2008) to /etc/pbuilderrc on each
upgrade, thus overriding the local admin’s configuration.

This is a Policy violation.
