These are fully orthogonal as I see it. Our code will simply create (lots of)
packages which can the be built in variety of ways -- among a buildd way be
the preferable. But as not everybody has one set up, let's not enfore that
right from the start it increases the barrier to entry yet again.

Yes -- but you need to tell apt-get about them first so that apt-get knows
what to fetch. For that, you need to parse the R package information in the
sources.
