Log Message:
Only make a new deb package if the versions of cran2deb.pl and CRAN2DEB.pl have changed; that is, the CVS version has changed. Local changes to these two cran2deb files will thus *not* trigger building a new deb, but directly after commiting them to CVS, new debs will have to be build. This way local changes can be tested first.
