In fact, gettext does not provide any header file which allows other packages
to depend on libgettextlib "properly":

# dpkg -L gettext | grep usr/include
/usr/include
/usr/include/autosprintf.h
/usr/include/gettext-po.h

autosprintf.h is for libasprintf0c2, provided by gettext-base.
gettext-po.h is for libgettextpo0, provided by gettext.

So I'm inclined to consider this as a bug in blender.

Please link against libgettextpo, which is the supported library.
