[Pkg-chromium-maint] Bug#852398: chromium: I updated to 56.0.2924.76-5 earlier today and after the update was thereafter unable to install either extensions or Chrome Apps.

I am using Debian Stretch. I had noticed a bug on Chromium for the past week or
so and had therefore been refusing to update it. Listbug did not show the bug
for the past day or two so today I decided to update Chromium. I expected to
have a later version of Chromium that would be able to use extensions and apps,
but that was not the case and the I simply got an error stating "Installation
is not enabled".

I attempted to implement a workaround (which worked) that I discovered at
https://productforums.google.com/forum/#!msg/chrome/8G6CZv7jVbw/HXKC8wpNBwAJ
but am unsure how useful it will be long term, and regardless, I dislike having
to muck around in the settings too much. This seems like a useful out of the
box capacity.
