I'm sorry that things are not working correctly for you, it sounds like you
have some setting that modifies the behaviour of the caps lock key. These
settings are located in the system settings->Keyboard->Layouts->Options, (The
ones in bold are locally modified).
Other things that you might want to try is to change the keyboard, verify if
you can reproduce this in other desktop environment and check the logs of your
machine to see if there are any errors reported related to this.
Unless you can give us a clear reproduction case we can't really do anything
about this issue.
