Do you really want a screensaver to activate or just the screen to blank?

If you just want the screen to blank, that part is controlled in the 
power settings.  If you want a screensaver that shows something, 
then yes, this is a missing feature and it's mentioned in 
https://github.com/linuxmint/cinnamon-screensaver/issues/103

Currently, the best you can do is set the "Delay before locking the screen" 
setting to 1 hour (the maximum) so that normal activation of the screensaver 
will not lock, but after 1 hour it will lock.

I agree that it makes sense to have a "Never" option so that it doesn't lock.
