Bug#655275: clisp: on armel architecture not specified in *FEATURES*

On the armel target, clisp doesn't set anything in *FEATURES* that
allows the architecture to be uniquely determined. This causes a
warning from packages, such as swank:
WARNING: No architecture feature found in
(POWERPC PPC X86 X86-64 X86_64 AMD64 I686 I586 I486 PC386 IAPX386
SPARC64 SPARC
HPPA64 HPPA ARM PENTIUM3 PENTIUM4 JAVA-1.4 JAVA-1.5 ...).
I think the correct solution is to set :ARM in *FEATURES* when built
on this target.
