Actually, I don't think this is an "important" bug.

This is new then. Postfix didn't run lmtp chrooted in the past.

Why should you change smtp to not being chrooted?

Also documented. Note that we can't reasonably do this in the maintainer
scripts (namely postinst) because the actual permissions needed vary
depending on the MTA in use.
