Mailman filtering is a PoS. We have whitelisted the entire BTS and katie,
AND marked messages to bugs.debian.org and packages.debian.org *as*
explicitly destinated to the list, and still it is still holding the messages.

I have disabled the requirement of explicit destinations, now.
