[Pkg-dns-devel] getdns 1.4.0 is in NEW (libgetdns10)

I've just uploaded getdns 1.4.0 to debian unstable.  It had an SONAME
bump from libgetdns6 to libgetdns10, so it's going to have to clear the
NEW queue before it's distributable by the archive.

I went ahead and updated our packaging for getdns to use DEP-14-style
branch names as well.
