[Pkg-dns-devel] dns-root-data to DEP-14

As part of my attempt to regularize some of the DNS team packaging on
salsa, i've gone ahead and moved the dns-root-data packaging to DEP-14
as well.

this just means that the branch names are:

   debian/master (for unstable)
   debian/stretch
   debian/jessie

There were no major changes needed in this repo, just a bit of
bookkeeping to note the new names in the Vcs-Git: fields in
debian/control and in debian-branch in debian/gbp.conf.

I note that the root zone hints changed back in January -- in
particular, the IPv4 address of B.ROOT-SERVERS.NET was updated in
version 2018013001.  Is this something worth asking the ftp team to
consider in the next stable point release?  It's not a large change, but
it's also something that could have a small effect on a lot of people.
