FWIW I think those are *very* long-term tasks. #125918 might be
possible, although we should be trying to get the HTML and text packages
built from SGML/XML as well at the same time (last time I tried that it
was a complete twisty nightmare and I gave up, but that was back in
2001; see the changelog for 2001.09-1). I'm not convinced that #53520 is
even a good idea at all.

You could certainly either e-mail the bug (which will end up at the
list) or set the owner or both.
