It turns out that this behavior is only triggered when
signatureLocation=message.  You can see jonz's suggestion for a
workaround here:

So it's possible to avoid this bug by setting
signatureLocation=headers in /etc/dspam/dspam.conf, and removing any
"allowOverride signatureLocation" lines.

If you do this, you'll probably also want to comment out the
signatureLocation=whatever specification in /etc/dspam/default.prefs
or else your logfiles will fill up with messages like: "Ignoring
disallowed preference 'signatureLocation'"
