[Evolution] Bug#384839: libgtkhtml3.8-dev: Add suitable documentation

As the subject says there is documentation for the API. It is of course 
possible to dive into the headers but not very handy. It would be nice 
to have the docs in devhelp as well, as this is the common way of gnome 
and gtk APIs.
