Thanks for the feedback - more still welcome.

I've added (to that same page) the description of the data packages.

There are a couple of example packages here:

There's an example package (without any data obviously) in the
lp:~nipy-developers/nipy/nipy-datarefactor branch under
./examples/example_package

The code's in the branch, to do all but the 'warn on install' part.
Pleased for further review.

the ``make_repo`` call has been modified to ``make_datasource`` in
case it is clearer.

Tomorrow, will add the install warning, add tests, and merge, unless
loud cries reach me.
