[pkg-fetchmail-maint] Bug#710318: fetchmail: fetchmail-mode.el buffer local comment-start

M-x fetchmail-mode changes the global value of `comment-start' where I
expected that it would only make a buffer local setting.  I think it
should be something like

    (set (make-local-variable 'comment-start) "#")
