[pkg-fetchmail-maint] Bug#710319: fetchmail: fetchmail-mode.el run-hooks last

M-x fetchmail-mode runs fetchmail-mode-hook before it has finished
applying the mode settings (syntax table and comment-start).  I hoped
run-hooks would be the last thing it does.
