Debian's .desktop files policy is to follow that spec
(https://www.debian.org/doc/debian-policy/ch-opersys.html#s-menus), so yes.
This can't be done right now in Debian because of the release freeze,
but that doesn't stop it being done upstream.

There's also a fourth in the Debian packaging, which we currently use
(https://anonscm.debian.org/git/collab-maint/flightgear.git/tree/debian/flightgear.desktop).
It would probably be a good idea to merge them all into one, but I
haven't actually looked at the others.
