[debian-freedict] Imported new upstream version

Hello everyone,

I've finally completed the import of the new version. I've shortly documented
the process in the wiki, so please have a look at at the build-section and check
out the source.

After we now have package descriptions and the latest source available, I'll
dig into what is needed to translate our files into the dict format. There is a
make file, but does anyone know which programs are needed for the build?
