[pkg-fso-maint] FSO package names and Debian BTS

I’d prefer this policy: Packages with non-generic names (zhone,
gsm0710muxd, illume) keep their name. Only packages with overly generic
names (frameworkd, fso-utils) get the fso- prefix, to avoid namespace
pollution. Also, source and binary packages get the same name.
