[pkg-fso-maint] FSO package names and Debian BTS

I'd still prefer a "cleaner" policy, since AFAIK in Debian package names
are usually decided according to the "first come, first served" [1]
non-stated rule.

However, I don't care at all, as far as a policy is out (which we should
sponsor in the Teams/DebianFSO [2] page).

Now that we decided about the policy, I guess we also need to rename the
frameworkd Git repository [3] to fso-frameworkd ;-)
