Yes, it should work without activation.

Downloaded maps are user data, thus should be below ~ (i.e. /root while
running as root, /home/someone while running as a normal user).

That said, it should probably be in ~/.tangoGPS, to follow unix
convention.

No idea.

It should be done by mokomaze in a system-agnostic way. The most general
solution to that seems to be xdg-screensaver with the "suspend WindowID"
and "resume WindowID" options.

Then Debian should provide a extended version of xdg-screensaver that
claims the Display resource from the frameworkd.
