It is user data and should be below ~, but there are many programs that
access OSM tiles (like tangoGPS, Viking, Rana, pylgrim, Yaouh!). They
should all access the same directory instead of creating their own
cache.

There is no menu entry. I quit tangoGPS either  by clicking "x" in the
title bar or by pressing CTRL+C in the terminal where I launched it.
I could ask the author for adding a quit button in the config section.

Darkening of the screen should not be blocked.
I was tracking for multiple days without possibilities to recharge the battery. Darkening of the screen was helpful.
Suspend did not happen while running tangoGPS.

I observe the same (2-3 km/h while standing still). Thought that would
be the normal accuracy of common GPS receivers.
Maybe the accelerometers could be used to find out when you are standing
still.
I did not try the hardware GPS fix or an external antenna.
