[pkg-fso-maint] Anyone working on packaging libeflvala (EFL Vala Bindings)? Or should I attempt to do so?

This depends how upstream handles its git repository. Either they
postincrement the version after a release (== they release 0.4 and
increment the version in git to 0.5 with the next commit after the
release) or they increment the version directly before the release.
In the later case you would use 0.5.0+gitVersion-DebianVersion. In
the first case you would use 0.5.0~gitVersion-DebianVersion.

To answer the question from another mail of you: DebianVersion is
indeed used for changes in the debian/ dir. The important thing is,
that there is no new source tarball.
