ok, that was my fault. It is really needed for building the package,
but upstream did not add a check in configure. I did not try to
build it at that time.

Here is the current status:

DONE, unstable:  fso-specs, vala-dbus-binding-tool, libfsobasics, libfsoframework,
                 libfso-glib, libfsoresource, libfsotransport, libgsm0710mux
DONE, NEW queue: libfsosystem
TODO:            fso-datad, fso-deviced, fso-gsmd, fso-tdld, fso-usaged,
                 fso-common, fso-frameworkd
