[pkg-fso-maint] Bug#693758: libshr-glib: should add Built-Using header since the source is in fso-specs/shr-specs

Packages that are built from source distributed in a separate package
should use the Built-Using header to ensure that they continue to be
buildable from that source by users. Once this is fixed, please ask the
release team to unblock it so it can be fixed in wheezy.
