That's me, sorry about that :(

During the transition to debhelper 9, I didn't separate binary-arch and 
binary-indep. The build currently fails when building binary-arch only, 
because the arch-all package directories are not there. I will fix this 
tomorrow (hopefully making debian/rules a bit prettier as well).
