Justification: fails to build from source

Builds of ganeti covering only its architecture-dependent binary
packages (as on the autobuilders) have been failing:

  install -m 0644 /«PKGBUILDDIR»/doc/examples/bash_completion \
  	   /«PKGBUILDDIR»/debian/ganeti/etc/bash_completion.d/ganeti
  install: cannot create regular file '/«PKGBUILDDIR»/debian/ganeti/etc/bash_completion.d/ganeti': No such file or directory
  make[1]: *** [override_dh_auto_install] Error 1
  make[1]: Leaving directory `/«PKGBUILDDIR»'
  make: *** [binary-arch] Error 2

Could you please arrange to run this command only when actually
building the ganeti binary package?  The presence of the target
directory, or likely even a debian/ganeti hierarchy at all, may be a
good indicator.
