The question relates to package installation, not normal operation.
For everything affecting normal operation (that is, everything
contained in /etc/gpm.conf), /etc/gpm.conf *does* override the debconf
database. "Whether to restart gpm at upgrade time, in those rare cases
where this *could* cause a problem" does not appear in gpm.conf, and in
my view, shouldn't - it's an entirely appropriate thing for debconf to
be authoritative about.
