[Pkg-haproxy-maintainers] issue with haproxy 1.5 using -sloppy

init-system-helpers is in wheezy-backports, not in
wheezy-backports-sloppy. Just adding the non-sloppy source should solve
the issue. I'll update the instructions shortly.
