[Pkg-haproxy-maintainers] HAProxy 1.6.7 for jessie-backports and OpenSSL

Hey!

I have been asked by several people if HAProxy could be rebuilt against
OpenSSL 1.0.2 (in backports) to get ALPN support. What do you think? If
you look at tag 1.6.7-1~bpo8+1, I have added the appropriate dependency
and this translates to a (>= 1.0.2~beta3) dependency on the binary
package. I did upload the result to haproxy.debian.net but not to
Debian.
