Can you try the following?:

Test 1:
- run "a2enmod rewrite" (as root)
- reload apache
- test again

 If Test 1 not ok:
- edit /etc/apache2/conf.d/php-horde.conf:

 AllowOverride Limit FileInfo
</Directory>

- reload apache
- test again
