And there lies the problem.

hpijs-ppds are useless without hpijs, and therefore at least a recommends is
needed from hpijs-ppds to hpijs.

As for hpijs *needing* hplip, I will leave that to the new active hplip
maintainer to reply :-)

IMO, HP printers are a *vast majority* of the users who need hpijs and
hpijs-ppds, and that's how the thing needs to be optimized.  I hope that
doesn't have to mean bringing in HPLIP, but if it does, then that's it.

We can break that dep chain elsewhere (e.g. foomatic-filters-ppds) if
needed.
