[Pkg-hpijs-devel] Bug#454339: hplip: Non-root users need to be in group scanner!

As said in the subject line, non-root users need to be in the 'scanner'
group if they want to use hplip tools. This
	
	1. breaks working hplip installations on upgrade
	2. should at least be mentioned in News.Debian.
