Hello,

In https://launchpad.net/bugs/126044 it was reported that programs
like Firefox and Opera need a symlink to /usr/lib/locale in the emul
dir (/usr/lib/emul/... in Debian, /usr/lib32/ in Ubuntu) to find
locales. Attached patch provides this.
